Sink The Bismark? No, De-orbit The Space Station

Sink The Bismark was a black and white British war-flick from 1960 about the last days of a German warship during World War II.

De-orbit the space station is a 2020-ish plan by “Russia and its partners” to burn in the International Space Station (ISS) at its-end-of-life.  While the ISS holds nothing over the International House of Pancakes, it is likely to have a larger capitalization requirement, perhaps totaling something north of $100 billion.

Is this an example of the international cooperation envisioned in the current National Space Policy?
