China’s 500-meter Radio Astronomy Dish

How flush with cash and engineering skills is China?  Enough to feel comfortable in starting the build of a 500-meter, steerable radio astronomy dish.

So will the dish turn out like China’s dams and aircraft carriers, or will the fruitless search for E.T. soon-enough end in the “hibernation” of their radio receivers due to a 1) lack of cash caused by a 2) lack of extraterrestrial signals?

Not that there’s life out there, but if it were, how about a nice big beacon for the aliens?  That way, they can more easily come here, take our resources.
