No New START Means Diminished National Security?

The assessment that national security will be damaged without New START has been offered by the administration’s lead arms control negotiator.

This assessment is a conceptual rephrasing of the assertion that New START will enhance the nation’s security.

So just how would national security be damaged?  By losing certainty about what Russia is doing which would in time, “through worst-case planning” drive the U.S. to “pour resources into nuclear forces.”

It’s easy to argue the $80 billion of new nuclear spending the administration has already proposed could be considered as pouring resources into nuclear forces.  Or was that proposal a quid pro quo based on New START getting ratified?
