Russia Plans New Bulava Missile Test

The test will be in the third quarter of 2010 following a failure in December 2009.

The Duma may be disinclined to ratify the new START if weapon system reliability isn’t improved for the up-to-10-warhead, sea-launched Bulava missile.

Five successes in twelve attempts would hardly inspire confidence in the Russian nuclear deterrent force…and that’s just for the missile.  Who knows about the warhead, RV, supporting components, and infrastructure.
