How Russia Is Inadvertently Disarming

The Moscow Times has an interesting take on why little military modernization gets done in Russia: corruption, ineptness, and a lack of discipline.

With kickbacks said to add 30 to 50 percent to costs and Russia propping up inept state-owned industries, its little wonder that they’ve failed to achieve their ambitious modernization goals.

Not that I’m complaining we’re not back in the USSR…

This contributes to why Russia will continue to value its tactical nuclear weapons: they already exist.
