Wikipedia says a strategy is a plan of action to achieve a particular goal.

The preeminent goal, as stated in the just-released National Security Strategy is to keep the American people safe and secure.

What is the biggest threat to that goal, according to the NSS?  It is that “…there is no greater threat to the American people than weapons of mass destruction…”

Not to quibble, but it seems to me the weapons themselves aren’t the big problem; it’s rather the people who would use them against us or our allies.

UK, France, and Israel have nuclear weapons.  Do these nations strike fear in our hearts?  No.  Terrorists?  Yes.  Proliferation of said weapons to Canada or Australia?  Not scary.  To Hezbollah?  More so.

It isn’t the weapons, it’s the intent.
